<p><font size="2"><strong><font color="#003300">How to get out of this vicious circle spurred on by internal differences based on betrayals in the past leading to tribalism?</font></strong><br />
</font></p>
<p class="MsoNormal"><font size="2">Accusing, bickering, defecting fighting and lastly rampantly killing has turned the Naga Homeland into the ‘killing fields’ of the northeast of <st1:country-region><st1:place>India</st1:place></st1:country-region>. Starting with the infamous Shillong Accord in 1975 the first violent division among the Nagas became fact. Then, 8 years after the foundation of the Naga Socialist Council of Nagaland, NSCN, Khaplang, vice president of the NSCN, attacked the camp of the NSCN. He was convinced his fellow NSCN leaders were busy selling out to the Government of India in <st1:city><st1:place>Delhi</st1:place></st1:city>. The bloody attack he mounted claimed the lives of numerous NSCN members and another division came into being. </font><span id="more-86"></span>And now we have the Unification team, like the Khaplang Group also consisting of defected NSCN members. Together with Khaplang leaders they say their sole purpose is to unify the Nagas forces. Instead they have weapons and engage in abduction, torture, extortion of businessmen and they kill.</p>
<p>Of course the NSCN itself is not blameless. During the coarse of time it has focused too much on the continuation of the ceasefire and peace talks with the Government of India. In contrast not enough attention was paid to errant cadres who pressured Naga civilians while some were accused of enriching themselves.<br />
Lack of discipline among NSCN soldiers means the leaders lacked grip and though no doubt the NSCN failed in that respect, it is the Government of India, GOI, which through its divide and rule policy initiated these divisions among the Nagas. The GOI took full advantage of the ceasefire, without providing direction in the peace talks, by compelling Nagas of different backgrounds and aspirations to take part in the booming flow of money and weaponry as well as other emoluments of wealth, prestige and power.</p>
<p>Like it or not, loss of confidence in the national aspirations of the NSCN brought forth by the frustrating lack of progress in the peace talks, for some with private aspirations has led to prosperity and power and to more divisions. As a consequence the Naga Society is breaking at its seams; tribalism has cropped up and as tension builds the results devastating. people are killed, innocent ones too, civilian law and order has evaporated. The new State Government does not do anything despite the fact that it declared to work for a respectable solution of the Indo-Naga conflict.<br />
The gun rules and the Police idly stands by and arrests nobody and no one is held accountable for murder. As nobody is prosecuted there is no justice. Bitter fighting in the local press shows that all parties concerned are trying to justify what they are doing while blaming the others, yet no proper investigation is carried out, investigation which should unequivocally lead to those in full command. A nation once proud to be Christian has fallen flat on its face. Love thy neighbor, turn the other cheek are pillars of Christianity but in Nagaland these humanistic notions are flaunted. Dismayed about the abhorrent development <font color="#000080">NISC calls on all parties to stop this senseless killing and suggests:</font></p>
<p><font color="#003366">-    taking responsibility for the utter disunity, envy, anger, tribal feelings of superiority<br />
-    to arrest the culprits and masterminds so they can be brought to justice<br />
-    to set up an impartial investigative team which unearths the deeper seeded animosities between the parties by presenting the facts after investigations have been concluded<br />
-    to respect human rights<br />
-    to be truthful, open and accountable by revealing policies on which killing fellow Nagas are justified</p>
<p>Furthermore: NISC urges  the Government of India to<br />
-    restore law and order by deploying law enforcing agencies and to instruct the Sate Governments to take their governance seriously<br />
-    to begin talking peace in earnest<br />
-    to  abandon the divide and rule policies aimed to divide and destroy the culture and resilience of the Nagas<br />
-    to respect human rights for a democratic society is a prerogative and so to repeal the Armed Forces Special powers Act as it represses the Naga people yet provides  some selected people unlimited powers<br />
-    , remove all Indian troops from Naga soil as a sign of good will<br />
-    to instead fortify the police force and  install investigative teams<br />
-    to last but not least appoint impartial judges so that law and order will be restored and the Naga peoples feel that the Government of India is finally taking responsibility through its State Governments</font></p>
<p>This is a serious matter which affects the international standing and democratic recognitions of the Government of India and the Nagas.<br />
The Naga Peoples are yearning for pace with dignity. NISC urges all parties, groups, factions and governments involved to pave the way for genuine unification and true democracy. NISC calls on all to cast aside personal tribal and intertribal grievances and calls on the Government of India to show flexibility and accommodation.</p>

			<content:encoded><![CDATA[<p><font class="content"><strong>DIMAPUR, MAY 9:</strong> Speaking at the Parliament on March 4 and April 21, 2008 Lok Sabha MP of Outer Manipur, Mani Charenmei, called attention to the slow progress of the talks between the NSCN (IM) and the Government of India and said that it has created doubt on the success of the peace talks. He said that the delay was eroding the faith and confidence reposed on the Centre and creating restlessness, particularly among the youth. He sought to make clear that if the GoI’s aim is simply to contain the underground groups instead of committing to give peace to the Naga by removing injustice done to then, real peace may prove elusive even if the Centre is to exterminate or abolish all the Naga insurgents. “The Naga deserve peace; their demand is legitimate; and their demand for unification or integration to live under one administration is not at all unconstitutional; it is not illegal.”</font><span id="more-80"></span><font class="content">Saying that all states of the country are formed on the basis of language and culture, he stated that Nagas share a common history, common culture and tradition and this demand needs to be looked into. Saying that the tenure of the UPA Government is also running out, he urged the Primed Minister and Home Minister to take a bold step to give peace to the suffering Nagas who have been fighting for justice.<br />
In another occasion, on April 4, 2008, the Lok Sabha MP of Outer Manipur expressed sadness for the Naga issue not being featured in the President’s Address. Mentioning the 16 Point Agreement signed between GoI and Naga People’s Convention, which stated that if Nagas desired to live together, it would be granted. He said that Nagas have been divided and given different treatment. While Nagas in Nagaland are allowed to enjoy privileges over land, culture and their identity, it was not so for Nagas living in Assam, Arunachal Pradesh and Manipur, who are subjected to different kinds of discrimination. He appealed for the issue to be considered and brought to a logical conclusion at the earliest.</p>

			<content:encoded><![CDATA[<p><font class="content">DIMAPUR, MAY 9: Six Naga legislators of Manipur Legislative Assembly have expressed concern over the prevailing situation in and around Dimapur and the “senseless killings” taking place including loss of innocent lives.<br />
The six legislators - Dr. Khashim Ruivah, W. Morung Makunga, Awangbou Newmai, K. Raina, Danny Shaiza and W Keishing - in a letter to Nagaland chief minister Neiphiu Rio said the prevailing situation was a threat to the well-being of Naga society.</font><span id="more-79"></span><font class="content">“We all know that we are on the verge of taking a collective responsibility in making a right decision encompassing the whole society. At this juncture, notwithstanding the confusion being shaped from certain quarters, we expect us to be firmed and committed,” the legislators said.   They also said they were ready to render themselves  in partnering the ongoing process of healing and reconciliation in the best interest of Naga people.<br />
While conveying solidarity to Rio and the DAN Government in their endeavour in envisioning just-society for all Naga families, the legislators also appreciated the steps taken up by DAN Government in providing all necessary security in sensitive areas.</p>

Dimapur, Nov 24: Following the November 23 deve- lopment at Hovishe village in Niuland, 35 kilometres from Dimapur, where some kilonsers (ministers) from both the NSCN factions made a joint declaration for unity, “an extremely serious” discussion was car- ried out by the top NSCN-IM leaders at Camp Hebron, off Dimapur today participated by NSCN-IM general secretary Thuingaleng Muivah.<span id="more-40"></span></p>
<p>A well-placed source from the NSCN-IM informed NNN tonight that all the leaders of the outfit during today’s meeting at Camp Hebron, favoured unity among the Naga underground factions “for the progress and the success of the Naga peace process”.<br />
The source, however, added that the NSCN-IM leaders were of the opinion that the bringing of unity among the factions should be done through a proper channel.</p>
<p>On the other hand, top ki-lonser (minister) of the Khaplang faction of the NSCN, AZ Jami said from Mon district that “unity among the factions is a prerequisite for everything.” He added that uniting the factions is the first step to remove hatred, animosity and rivalry “among the Naga family”. Jami further said that the November 23 Niuland declaration for unity should be welcome by all section of the Naga people and “everyone should follow suit” in order to achieve the goal of the Nagas.</p>
<p>Meanwhile, sources from the NSCN-IM has said that the November 23 Niu-land declaration will remain “unofficial” unless the outfit’s leaders who had parti- cipated in the declaration brief the detail to the “higher authority” of the NSCN-IM. Kilo-kilonser (home minister) of the NSCN-IM Azheto Chophy who led the “NSCN-IM team” in the Niuland declaration on Friday is yet to come and meet the “higher authority” of the NSCN-IM till date.The NSCN-IM has reportedly given the deadline for those outfit members who had participated in the Niuland event to come brief about the development to the “higher authority” of the NSCN-IM by tomorrow (Sunday).“The Niuland declaration will be considered an act do-ne not with good intention and will remain not official unless the participants of the event come and brief the development,” added the source from the NSCN-IM.</p>
<p>Yesterday, another top kilonser from the Khaplang faction of the NSCN Wang-tin informed a Nagaland based newspaper that “if there has to be unification of any sort between the two factions, then it cannot be by a section or a community from either side. How can we express unification by a single tribe, big or small and also that a matter as significant as unification would have been discussed by the council of kilonsers if at all”.</p>
<p>Wangtin further disclos-ed the daily newspaper that the NSCN (K)’s “Council of Kilonsers has not discussed any such matter”.<br />
The November 23 Niu-land event was reportedly hosted by the Western Sumi (Sema tribe) Hoho.</p>

However, hundreds of cases go unreported and very few stories of racial discrimination meted out to the Northeast people living, studying and working in national capital and its surroundings cities have caused great fear to the Northeast communities.</p>
<p>According to Madhu Chandra, Spokesman, Northeast Support Centre &amp; Helpline, New Delhi, racial discrimination in the form of rape, sexual assault, landlord harassment, non-payment of salaries by employers, and suspension from job without proper reasons are few examples, but after the launch of Northeast Support Centre and Helpline on October 20 last, reports of discrimination to Northeast people have been pouring in almost daily.<span id="more-38"></span></p>
<p>Looking at the recent 18 sexual assault and rape cases to NE girls and dozen other form of harassment to the people from Northeast India appeared in Media, almost 50% of them happened to Northeast girls and women. Most of them traumatize without any body to help them. .<br />
Delhi is not safe place for girls and women even in broad daylight and now the situation has worsened, Chandra said adding, the police are reluctant to work on it if it is to do with Northeast people. .<br />
&#8220;The culprit takes more courageous when police forces left them go free. The public watch as a mere spectator if we defend ourselves and judge us as outcaste and uncivilized,&#8221; he added. .<br />
&#8220;Such is the case when I broke a finger of a man in a crowded bus when he grope and try to squeeze my buttock. When I threatened to gouge his eyes out next time I was left with a comfortable space in that crowded bus by the public inside with a clear message that there is one insane, uncivilized, wild North East girl among the well mannered ladies and gentlemen. No one judges him but they make a point to recognize me as an outcaste,&#8221; says a girl. .<br />
The mindset of the general public and particularly of police personnel needs to change in the way how the cases are taken for the people of Northeast India. .<br />
The North East public leaders, Bureaucrats and political leaders need to be sensitized about the fact that Northeast boys and girls who have migrated to national capital in search of better education, employment and future carrier, are facing high amount of discrimination. The matter of discrimination meted out to Northeast people has to be notified to Delhi and Central Government to ensure safety measurement. .<br />
When every culture, tradition and races of vast and world&#8217;s largest democratic nation is regarded and protected then only the beauties of diversity in unity will be visible and the strength of Unity in Diversity will make sense.</p>

			<content:encoded><![CDATA[<p>Senapati, Nov 13: The Naga People’s Movement for Human Rights (NPMHR-South Sector) has come up with its side of the story on the recent blast in Ukhrul district. NPMHR refuses to en-tertain claims of the Assam Rifles with regard to the re-cent Ukhrul district blast in- cident where three teena-gers were critically injured.<br />
The Naga rights body stated that it was seriously concerned with the ‘despe-rate move’ of the 1st AR ‘to cover up violation of human rights’ perpetrated against Sorbung villagers including school going children and women by coming out with “concocted, unjustified and misleading” press clarification.<span id="more-36"></span></p>
<p>“The statement itself show the terrorized envi-ronment created to subdue innocent village folks of Sorbung and surrounding area in the aftermath of the ambush on their convoy. The notorious behaviour and track record of the In-dian security forces station- ed in India’s North East Re-gion toward innocent and unarmed civilians is a well documented fact especially in the aftermath of the armed clashes”, charged the NPMHR-South Sector.</p>
<p>It also said that the ‘co-wardly act’ of Assam Rifles was also clearly exposed by their press statement itself, “which claimed that the bush clearing works was carried out voluntarily” by the villagers. NPMHR added that the village head-man and the secretary were “ordered” to clear the bush-es near the road leading to the ambush side.</p>
<p>“Accordingly the village headman announced the or-der in the Church that every- one young and old, children and women must oblige the Assam Rifles’ order to work. Instead of performing their paid duty for safeguarding and clearing of unexploded explosive devices left beh-ind at the ambush site, the simple and ignorant villa-gers were forced upon to do the work,” alleged the NPMHR.</p>
<p>The rights group also alleged that “the panicked” Assam Rifles “in collusion with some villagers with vested interest” offered monetary assistance of a meagrely Rs 2000 each to families of the victims be-sides Rs. 4000 provided as wage for more than 140 school going children, young mothers and women and men of Sorbung villagers”.</p>
<p>Continuing with its allegation, the NPMHR said the “offer was made after all this inhuman and degrading treatment were condemned, exposed and put into public domain through the press. The testimony of the vic-tims, their family members and elders of the village are the evidence of the facts”.</p>
<p>NPMHR demanded for a thorough investigation tak-ing full confidence of the victims, family members and general public, and pu-nish the errant Assam Rifles officials and personnel in-volved, and repeal of laws/acts which are granting im-munity to “Indian armed forces”.</p>

Dimapur, Nov 3: The name of Manipur senior Mi-nister Y  Irabot has been pic- tured in the centre of the episode with regard to FCS rice  scandal as revealed by the NSCN-IM reported investigation today.<br />
Atleast ten  Silchar bound trucks carrying FCS rice we-re nabbed by the NSCN-IM on October 8  along NH-53 in Tamenglong district.</p>
<p><span id="more-22"></span> As per the revelation ma-de by the NSCN-IM today based on its investigation, FCS  Minister Y Irabot was the ring-leader in the scan-dal.<br />
“According to Gojen of  Tera Bazar, one of the agents who supplies rice taken from FCS godown to Ananta  in Jirighat, Irabot is the ring-leader in the illegal transac- tion of the  rice,” disclosed the NSCN-IM.<br />
The outfit said that this was disclosed when  interro-gated by the NSCN-IM au- thority of the Zeliangrong Region.<br />
The  NSCN-IM aded that while passing through police check points the drivers/agents  would pay Rs. 1,500 – Rs.2,000 to pass through. “Interestingly, the rice agent  (Gojen) reveals that there are more that 10,000 quintals of rice in private  godowns”.<br />
“According to him, the partners-in-crime of FCS Minister Irabot  are Rajen, Tera Bazar, Kamal Bengali, Pappu Marwari, Lalal Mar-wari, all from  Mantripukhri, Imphal and Kamal of Sing-jamei, Alladin of Kashipur in Silchar,  Achinto Bengali and Anato Bengali, both from Jirighat and Ibocha, Naga Mapal,  Imphal,” further disclosed the NSCN-IM.<br />
As per revelations made by the  drivers of 11 trucks arrested and interrogated by NSCN-IM, around 350 to 400  truck loads had been transported to various loca- tions outside Manipur from May  to October this year. “These loads of rice are handled by agents Alladin of  Kashipur, Silchar and Achin -to Bengali of Jirighat. Some -times this rice are  transport-ed to Mizoram and Tripura.” alleged the NSCN-IM.<br />
“Md Amu of Khurai  Kho -midok purchased rice from Kamal godown, Natesh godown, Papu godown, all  located at Mantripukhuri, and Iboton godown at Tera Bazar,” the NSCN-IM  alle-gation continues, adding, “from these godowns the rice are transported to  Assam”.<br />
The NSCN-IM also stated that with the modus operandi unfolded,  conflicting state-ments started emanating from Y Irabot after landing himself in  soup. “In one occasion he allegedly said that the rice are for Manipur and  serious action would be taken against the police per-sonnel involved in facili-  tating the transportation of the illegal business. Again he was in for further  mess up when he said that the rice are for private purpose. But the question  that cornered him into deeper trouble is—what is the necessity of depositing  private rice to Government godowns? Again Y Irabot was allegedly saying that the  rice are for other states. But if that is the case what is the compulsion to be  brought all the way to Manipur in Nung-ba District?,” asked the NSCN-IM.<br />
The  outfit then alleged that with nothing left to hide about the illegal business  caught by the NSCN-IM, the drivers pleaded for their lives saying that they were  mere drivers earning their daily bread to support their fami-lies. “The drivers  confessed that their activities are un-lawful, yet when they com- plaint about  it to their bosses/agents they were just told that their criminal activities are  done under-cover and under protection from the Government authorities and as  such they have nothing beyond profit making from the business,” further added  the NSCN-IM.<br />
“Irabot has much explai-ning to be given to the mas- ters in  New Delhi from whe-re the rice originated. But in any case he has landed  him-self in big soup. Such corrup- tion of highest order often took place when  there is col-lusion between the Ministers and valley underground groups. The  so-called revo-lutionary groups who pro- fessed to be fighting for peo-ple’s  cause are robbing the poor people in collusion with state privileged  represen-tatives. Where is their revo- lutionary integrity? Why is the valley  UGs stoop so low to indulge in such dirty dea-lings? And why the Minister  entered into such collusion with UGs to deprive the peo-ple the much needed  rice,” ques-tioned the NSCN-IM.</p>

</font></strong>Delhi, 1st Nov: A report was given to the North East Support Center (NESC) that a Landlord in Safdarjung Enclave refused to pay back the advance money given by a North East student for rooms. Apart from that the rooms which were booked was being occupied by another person. In spite of the request, the landlord refuse to give back the advance payment of rupees 2000 telling them to never show their face and to even report to the police if they want to.<span id="more-11"></span>It is a shabby two room which the landlady agreed to rent it out for 5500 rupees. Some of the North East people staying there complain that the water facility is not good and there use to be a leakage when it rains. Inspite of the situation and the harassment even meted out to them by verbally abusing them, they were forced to remain silent due to their living condition and money problem. The rent seems to be increasing gradually in Delhi this year and most of the North East people are finding it hard to adjust the budget.This is not the first case reported about the harassment by landlord’s done to North East people in Delhi. Priya (name changed) narrates that such kind of harassment is not new to them and they are used to it. Even if they want to protest, they are helpless as the police are not eager to help them and they are outnumbered for any action taken. There are around five such cases the NESC encountered where the landlords refused to return back the tenants money in Safdarjung Enclave which was left unreported.</p>
<p>Iban who resides in Munirka and who works in call center says, “The problem as to why the landlord’s take advantages of North East people is because most of us never bothered to have written do*****ents when we rent a room or give out advance money. We need to be aware that we cannot just go and rent any room like back home but need to deal every process legally.” She added “Out here people are not naive and have mentality like back home; they are always out to grab money from different means and we seem to be the easy target.”</p>

<p></strong>Dimapur, November 1: The Indian Army today literally handed over a portion of Nagaland State, Lotha Colony (United North Block) under Dimapur District to neighbouring state of Assam by categorically claiming that Wednesday incident where the Army killed one and injured an NSCN (IM) Tatar took place well &#8220;inside Assam and not in Nagaland&#8221;.<span id="more-6"></span>&#8220;The incident took place inside Assam and not in Nagaland. FIR to this effect, against the miscreants has been lodged by the Army, with Police Station Bokajan, in Assam,&#8221; claimed Lt Col Nirupam Bhargava, PRO Defence, Nagaland while terming the news published in this paper on Wednesday&#8217;s incident as baseless and misleading.</p>
<p>However, further investigations by this newspaper revealed that Nagaland police has registered &#8220;a suo moto case&#8221; with regards to Wednesday incident at Lotha Colony in Dimapur, Nagaland. The case is registered at East Police Station, Dimapur (Case No. 202 U/S 302/34 IPC).</p>
<p>State police sources said it had registered the case since the body of the victim was recovered from the said vehicle from Lotha Colony, which is under the jurisdiction of Dimapur District in Nagaland. The injured victim was also shifted by the Dimapur Police to Civil Hospital here.</p>
<p>While the reasons behind why the Indian Army is insisting that the incident took place inside Assam is not known, the statement by the Army is likely to kick up another round of tension among residents living along the tense Assam-Nagaland border areas, the scene of numerous border skirmishes in recent times that have claimed several lives from both states.</p>
<p>As reported in this paper, the Indian Army admitted that the incident took place after the Security Forces were mobilized, based on the inputs regarding an arms deal between some unknown party and KLNLF terrorists at the site of the incident.</p>
<p>&#8220;When the vehicle (Maruti Gypsy) with the miscreants, was about to be checked by the Security Forces, the miscreants opened fire, injuring one Army soldier and a civilian. In the retaliatory fire in self defence, one civilian was killed and another injured,&#8221; the PRO said.</p>
<p>The Army, quoting media reports, stated that the man killed and the injured civilians belonged to NSCN (IM), which it claimed confirms the outfit&#8217;s involvement in arms smuggling and trafficking to various insurgent and terrorist groups in Assam and Nagaland.</p>
<p>The Indian Army also insisted that the incident could not be termed violation of ceasefire by the Army since the &#8220;cadres were moving with weapons outside the designated camps&#8221;, which is a grave violation of the Ceasefire Ground Rules, and is totally against the provisions, therein.</p>
<p>Recovery of one 9mm Sub Machine Gun, one 9mm Chinese Pistol and a few fired cases of AK Rifle is testimony of the same, it added.<br />
