What do you call a Naga with a pet dog? A vegetarian! So goes the joke. The recent story of a Naga Ph.D scholar, Yoronso, along with two of his friends, getting caught ‘red-handed’ – quite literally – butchering a campus dog in his JNU hostel room has understandably aroused strong reactions both of contempt and of embarrassment.Writing about the episode in the 14 July issues of Asian Age and Deccan Chronicle, Ambika Shukla titles her article, rather melodramatically, ‘Murder Most Foul’, and calls Yoronso and his friends ‘criminals’. Irate, she demands that Yoronso should not just be made to leave the hostel, but that he should be ‘expelled and blacklisted’ from JNU. Apparently unsatisfied with that, she goes on to demand: ‘The University should also refuse to accept Yoronso’s Ph.D thesis, which his guide should also refuse to sign. The varsity must also revoke his Bachelor and Master’s Degrees, and co-operate with the police to chargesheet and arrest all the three men.’</p>

<p>Shukla is obviously a dog-lover. Thus her reaction. Shukla is also an Indian army officer’s wife and has spent time in Nagaland. She begins her article by narrating the story of ‘one of the most anxious days’ of their army posting in Nagaland. This ‘had nothing to do with the insurgency’, but was the day their dog went missing. She says: ‘After combing the area, my husband visited the Gaon Burha (village Pradhan) of the closest Naga settlement and spelt out all sorts of dire consequences if the dog did not return. Twenty minutes later, Bindu [their dog] was safely home.’</p>
<p>Now, it has to be granted by one and all that what Yoronso did is inexcusable. His explanation that it was in ‘self-defence’ is also hilarious. You just don’t bludgeon a dog – whether in self-defence, national-defence, or whatever else – in your bedroom in the middle of the night! You also don’t take, kill, or eat what is not rightfully yours! But it is not just Yoronso and his two friends, is it? Some Naga students studying outside Nagaland do go ‘dog-hunting’. (It could at this point be debated whether the question of ‘stealing’ really applies to stray dogs. But that’s for another day.) Of course, most Nagas don’t indulge in such nocturnal expeditions; but some certainly do. When I was a student in Pune, some of my Naga friends often had dog meat feasts deep into the night. A few non-Nagas – from different parts of India, not just the Northeast – though they did not join the hunts, often joined the feasts!</p>
<p>As far as I am concerned, I don’t think there is anything particularly savagely or saintly, heroic or horrendous, about eating or not eating dog meat. The culinary delights of a person or a region are often the disdain of another and vice versa. Having said that, Yoronso’s incident is an object lesson that Nagas will do well to learn from: That care must be taken, especially away from home, that unnecessary and gratuitous disrepute is not brought to the Naga people. There are many people who are only too prone and ready to dehumanize and look down on Nagas. Making headlines for recklessly bludgeoning a squealing dog in a hostel room in the middle of the night only feeds such prejudices and does the Naga people no favours whatsoever. Which brings me again to Ambika Shukla.</p>
<p>What concerns me about Shukla is that she is herself as reckless in her reaction as Yoronso was in his action. Her manner of condemnation of Yoronso’s action bespeaks an insidious violence that has to be challenged for what it is. To begin with, Shukla’s invective article is full of heavily-loaded terms: ‘combing’, ‘dire consequences’, ‘blacklist’, ‘revoke’, ‘chargesheet’, ‘arrest’, ‘criminals’. These terms have strong military connotations, Nagas are well familiar with such language, and hate it as much as dog-lovers hate dog-eaters.<br />
Second, could it not be said that Shukla’s narrative of their missing dog is a telling reflection of the Indian army’s attitude and approach towards the Nagas? Wasn’t ‘combing’ the area and threatening the Goan Burha of the Naga village with ‘all sorts of dire consequences’ unless their dog was found a little too excessive? The Indian army is for the defence of the Indian State and not for threatening a village Gaon Burha to find an army officer’s pet dog. Or, is the story – and its implied success in finding the dog – perhaps even being retold as a subtle suggestion to intimidation, threat and violence?</p>
<p>Third, why should the Indian taxpayer, who is paying thousands upon thousands of crores every year to maintain the Indian military, not question the likes of the Shuklas whose more anxious days in conflict-rife Nagaland have ‘nothing to do with the insurgency’ but with their pets? Is that what the Indian public wants Indian army officers to worry about in Nagaland?</p>
<p>Fourth, isn’t Shukla’s suggested punishment for Yoronso over the top? Expel and blacklist him, refuse his Ph.D, revoke his BA and MA, chargesheet and arrest him as a criminal! This excessive, unrestrained reaction to the whole issue is again a reflection of a militarized psyche. Even if JNU were to take Shukla’s advice and mete out such punitive measures against Yoronso, would it, were it challenged, really hold in any proper law court? Alas! It might, if it goes to the Supreme Court of India. It is, after all, that court which upholds the Armed Forces (Special Powers) Act that gives free rein to the Indian armed forces in the entire Northeast. Ah! And that is precisely why Indian army officers, and now their dog-loving wives, brashly contemn, condemn and threaten the way they do.</p>
<p>Have I politicized the whole issue? So be it. I’m only resisting those who are militarizing it.  As for now, red-faced Yoronso and his friends must thank their stars that they are not in Ambika Shukla’s hands. If they were, chances are she would be ‘red-handed’ too.</p>

The phrase just alluded that Nagas consume dog-meat. Well, fair enough, it&#8217;s no big deal. But it was the context in which it was phrased that I found quite insensitive. It went like this- &#8220;they eat dogs there&#8221;.Moreover, I&#8217;m used to being blithely asked whether Nagas &#8216;eat anything/everything&#8217;. I remember one occasion when an ultra-orthodox conservative Marwari classmate inquired if there was anything that the Nagas didn&#8217;t experiment vis-à-vis food. Finding it provocative, I got all defensive and fumbled with concepts like &#8216;What do vegans know?&#8217;, &#8216;It&#8217;s just a choice&#8217; and &#8216;Nutrition related stuff, really&#8217; stupidly ending with &#8216;Nagas are so creative when it comes to food. Don&#8217;t you think so?&#8217; I could make out from the way he stared that he probably thought I was disillusioned. The truth was that everything I told him sounded rubbish in my head. This is Nagaland, I wanted to tell him, and here, non-vegetarianism goes to a whole new level.</p>
<p><span id="more-109"></span> To say that Nagas love meat would be a titanic understatement because meat is almost the raison d&#8217;etre here, besides merry-making (interpret it in any way you want). Call it typical Naga nature. And it&#8217;s all okay. What I want to know is why Nagas are zeroed-in on when topics like &#8216;Backward tribals&#8217; or &#8216;Untamed fierceness&#8217; come up. Nagas are synonymous with such unfair labels. It&#8217;s almost a prejudiced approach towards us if you consider the misconceptions that the rest of India (even our six backbiting sisters) has about us. In the metros, some travel agencies are probably going &#8220;You wanna go there? Just one word, BEWARE&#8221;.<br />
In all fairness, it&#8217;s no secret that Nagas &#8216;are&#8217; different. We&#8217;re drastically distinct, even for India&#8217;s diversity standards. However, when eating dog-meat even equates to &#8220;Oh that? Just another example of how raw they still are&#8221;, it puzzles me. There are places on earth where a bull&#8217;s testicles are considered a delicacy; and, if sushi was Naga, I wonder if it would have gone as popular as it is today. Given the present scenario, what about &#8220;Ugh! They eat raw fish? Lyk, uncooked? Freaks&#8230; pass the achar, yaar&#8230;&#8221; Well, if dog-meat pate was something countries like France or Italy enjoyed, the whole scene would have been different (&#8221;Ooh la la&#8230; they&#8217;re just so ingenious! &#8220;).<br />
Or is it that people have a problem with Nagaland&#8217;s headhunting history and find the saying &#8216;Some old habits never die&#8217; downright spooky when placed alongside Nagas? I&#8217;ve heard a few people boasting that non-local residents get alarmingly scared if they threaten to pick up a dao and chop their heads off. What&#8217;s unseen is that the reason they&#8217;re reacting in that way is because they think we&#8217;re stuck in the past, both in intuition and mentality. Ditto for food habits, though I&#8217;m not sure if dog-meat was in vogue back then. Sometimes I wonder if they consider some Naga traits to be like – as much as I hate to put this word – animals. Wild and highly dangerous (should we thank our tempers? Or is it something to be proud of?). Overall, NOT a comforting thought.<br />
Hmm&#8230; am I being too defensive? I don’t eat dog-meat, you know, I have simply no intention to (temptations out of question) and I will, without second thought, stay hungry with an empty tummy if it was the only thing available. I eat pork because pigs don’t guard it&#8217;s owners homes (and even lives) faithfully. I eat beef because I&#8217;ve never encountered a cow that has been trained to sit, stay, roll or give a hand-shake (therapy work in hospitals, rescue missions, drug sniffing et al in a universe light years away). I eat chicken because I just happen to like it, period. I eat fish because, well, it&#8217;s fish – and unless it&#8217;s an amicable dolphin in question, getting intimate with them will end up in an impasse. Plus, just look at how healthy the Japanese are! I&#8217;m no Maneka Gandhi, but I&#8217;m not interested in eating my best friends. Enough said.<br />
I don’t score high on the responsibility factor, though. It&#8217;s my younger ones who spoil our pet’s silly. Even the baths are a two hour affair - complete with conditioning and blow-drying no less. It is my brother who makes them wear faux fur during winter and splurges on more accessories for dogs than the law should allow. It is my sister who makes the biggest fuss in the world about their immunity shots and visits to the vet on the emergence of the tiniest spot/ rash imaginable. If Frankenstein (our female dachshund) gets impregnated, the cautionary measures they impose and exercise must frankly be equivalent to what Angelina Jolie receives in human terms. By the time the pups arrive, they practically live in the kennel themselves, trying to sincerely provide &#8216;Her Majesty&#8217; with the best service possible. Table fans, comfier cushions, a babysitter named Amigo (long story) &#8230;the works, really.<br />
Two sides of the same coin&#8230; Nagaland – a Mobius strip? Hear the dull thud of a dao chopping the head of a slightly burnt dog (the various means of killing it could inspire a new Saw movie), and listen to my siblings conversation about where the &#8216;family portrait&#8217; should be shot (&#8221;shall we sneak &#8216;em up to the master bedroom when no one&#8217;s watching? Or the bonnet? Should it have a theme? Ati Along, help us na!!!&#8221;).<br />
The bottomline is that eating dog-meat has nothing to do with being a Naga. All this brouhaha is of no accountability as no self-respecting Naga will apologize for devouring one&#8217;s favourite dishes – no matter how outlandish it may appear to others. On a personal level, one can choose to omit dog-meat (or anything else, for that matter) from the menu. That&#8217;s about it.<br />
I&#8217;ve heard many anti-Naga accusations from &#8216;junglees at heart&#8217; to &#8216;fake hi-fi wannabes&#8217; to &#8216;disgusting kitchen repertoire&#8217;. I&#8217;ve focused on food (dogs, rather) but all of them hurts, because it&#8217;s done on a microscopic scale. Nothing – zilch – is spared. There are stews brewed in China where dogs are an essential ingredient. If eating dogs is a major faux pas for everyone mainstream, go target our Chinese neighbours, and I can guarantee they&#8217;ll break every law in your rule book in one week flat. Even us Nagas, when we come across odd food habits from across the globe, we do go &#8220;Oh God – are they actually eating that?&#8221; But it ends there. No harsh labeling, nasty stigmatizing and vicious judging because of what one ingests cannibalism notwithstanding. It&#8217;s cool to mind one&#8217;s own business in the fooding department. We don’t give a dog&#8217;s burp about what&#8217;s being said, anyway. Just for the record, I&#8217;m not hurtling bitterness at Kiran Desai. She deserved the Booker she won for that alluring book which I enjoyed. This isn&#8217;t an advertisement either. Your guess.</p>

The humiliation and defeat at the hands of the Naga Army is haunting them day and night. For the third time they face the misfortune and the casualty at the hands of the Naga Army is crossing three digits. The eviction operation was inevitable because the spirit of the ceasefire ground rules has to be set in order, but it was a reluctant operation as the government of India refused to act. Nevertheless, the operation was conducted with human touch to minimize lose of human lives. Otherwise, there could have been total annihilation. <span id="more-107"></span>Barbarity was never the option despite futile attempt by the Vihokhu campers to defend the camp. The lost of more than 30 precious souls is a lost for the Naga nation. But the reactionary group with the head strong leaders sacrifices so many young boys for no cause. Indignantly, to cover up their horrible defeat, they are crying foul against the NSCN using highly fabricated communal language targeting certain tribal group. But it evoked scornful laughter by the public because it defies ground realities.<br />
The holy name of God was again brought into the scene. But if God was with them why they suffered such a huge lost of human lives? This is disturbing to hear and hard to be accepted for anyone who knows the omnipotence of God. Certainly, God cannot be with the forces whose ways are intoxicated with evil plans, and truly, God has forsaken the forces whose hands are still tipping with the blood of the innocent civilians and the devilish plans still at work in their minds.<br />
The game of deceitfulness has not worked and the Nagas are never that naïve to be taken for granted. Limit is there in everything, but when things went too far it became a source of public mockery. And taking the name of God in vain, the wrath may follow in a more horrible way. This is the truth about Vihokhu camp attack and never the other way.<br />
There is no doubt that Indo-Naga struggle crossing sixty years is replete with many battles fought with the enemies. But Naga Army never considers the Vihokhu camp attack as another battle. Had the Naga Army treated the attack as another battle field the whole inhabitants of the camp could have been wipe out. The mission was just  eviction of the illegal camp and to drive home the point that NSCN would like to do serious  business with ceasefire ground rules but daring to go to any extend to sent the message across that it tolerate no criminalization of ceasefire ground rules. As the demolishment of the Vihokhu Camp show lessons has to be taught but in a very   harsh way involving huge lost of human lives and properties (ill-gotten wealth). It is for the Naga people to judge which side was God on that fateful day and why God has treated the Vihokhu campers so cruelly. On 27th June there organized a huge party in Delhi hosted by the businessman of Dimapur to rejoice the destruction of the Vihokhu camp. Because the Vihokhu camp kidnappers still haunts them.<br />
Oh thy name is Naga but your works are bereft of any Naga spirit that builds up brotherhood and nationhood. Under the stolen name of GPRN/NSCN you continue to spit venom of tribalism. But nothing surprising nevertheless! You are made to exist to serve this purpose. Under the circumstance you somehow intoxicated yourself and you went extreme, compelling wrath to fall on you at Vihokhu camp, and this is the truth about Vihokhu Camp attack.<br />
Glorifying the names of the brave Tangkhul Army Commanders of Naga Army of NSCN by the so called Defense Ministry-GPRN/NSCN is nothing short of giving them military honor. This is well appreciated. The numerous but fictitious names that are hardly related to any bonafide Naga names are also praise worthy. But such inventive mind should have been utilized somewhere, and productively.<br />
Newspapers are being used to hide the shameless debacle of Vihokhu camp. But unlike this organized gang of criminals making big noise under the stolen name of GPRN/NSCN, the Naga people of today are well developed with shrewd sense of judgment and knowing too well the distinct difference between good and bad, heroes and villains, national   workers and pseudo-national workers and etc. and they will never accept anything that contravene the ground realities. No matter how much the gang members tried to change the colour of the Vihokhu camps&#8217; attack the truth is there, and the truth shall remain. And the truth shall haunt them as long as they <strong>exist.Issued by:<br />

In our long march towards what is rightfully ours, Nagas are confronting a new wave of alien forces bent on forcing a physical and psychological destruction of Naga people’s aspiration and socio-economic foundations unknown to the Nagas hitherto.  The enemies have created a network to destroy Naga society and to legitimise killing innocent Nagas. <span id="more-106"></span>They are churning out baseless accusations against those who firmly believe in the unity and reconciliation among the Nagas. To a great extend they have succeeded in hypnotizing few members in the Hohos, the NGOs and Nagaland State legislators. Today, Nagas are being butchered at the behest of those murderers at Hebron who do not have their names even in the electoral rolls forcefully imposed by India in Nagaland! If India denies them legitimacy to even vote in Nagaland, how could they claim to be fighting for the Nagas when their actions reflect only anti-Naga agendas? Their interest is simply to enslave the Naga people to fulfil their own interest? The beasts in the form of humans at Hebron have, from the very beginning, rebuffed suggestions and opinions of Naga frontal organisations on the much needed peace and reconciliation in Nagaland. If they have any honesty left in their destructive hearts they will know that tribal politics and discrimination is best practised at Hebron camp. Those NGO leaders who have met Isak Chishi Swu in the last eight months will realise that Swu has simply been forced to hibernate on the issue of Naga unification and reconciliation by Th. Muivah. The failure of Isak Chishi Swu to stand by his faith and belief has raised many questions before the Nagas. The intercession with God by sinners is to bond with fellow beings and not to spill blood.<br />
When hundreds of National Workers pay heed to Isak Chishi’s proclamations for unification of all Naga Factions and reaffirmed GPRN/NSCN without any initials, Th. Muivah immediately forced Isak Chishi Swu to condemn the noble initiative, seeing the threat posed to his tribe’s domination at Hebron. 22nd Nov. 2007 coming together of Naga National Workers from all factions was a great reward to the Nagas but Th. Muivah replied by letting loose his blood thirsty members upon innocent Nagas to write another episode of  random Killing in Nagaland. Future Naga generations will live with this reality. Thus their announcing the name of home comers mostly fictitious names is foolhardy. The MIP somehow collected all the active and deactivated names who visited Hebron camp after 22nd Nov. 2008 and made it appear like a recent defection. This is propaganda of the cheapest order. Kikheto Leacy of Hovukhu Village was involved in robbing Punjab bank in 2001. After unification of the Nagas, he sought permission to commit another similar act which the GPRN/NSCN denied as it was against the National principle. There is no other Khapur from Hovukhu Village as mentioned. Capt. Vikiye is a diseased man capable of selling off even his own wife for a gram of heroin or a bottle of Whisky and the same goes for Lt. Hukaito. Raikham Leacy is a man of dubious character and reports of his illegal collection of money from businessmen in Dimapur tarnished the good image of the GPRN/NSCN for which he was warned a number of times. It matters little to the GPRN/NSCN whether these revolutionary parasites reside. The rest of the names are all either fictitious or civilians recruited with money. These people are being bought by hebron gangsters to maintain Naganess in their evil gameplan.<br />
GPRN/NSCN has nothing to hide from the Naga people about its success and shortcomings. The death of its four Cadres from the enemy bombing was declared with their names, ranks and rich tributes paid. Two dead bodies of slain enemy fighters were left behind at Vihokhu Camp and were given decent burials. The MIP at hebron may cry hoarse over their evil action but the truth is that more than twenty hired commandoes from Ukhrul perished. The Defence Ministry GPRN/NSCN announced the truth about the identities of mercenaries who launched attack at Vihokhu Camp. The failure of peace talks with GOI has left a bitter taste in their mouths and destroying Naga unity in Nagaland has become their supreme goal.  Naga Army vacating Vihokhu camp is far from Waterloo as MIP would like the Nagas to believe. The protective hand of God was instantly recognised despite fierce bombings yet even offering thanks to Almighty God for his miracles is being questioned by those at Hebron. If even merciful God is taunted by those at Hebron through their writeups, GPRN/NSCN wonders what good these mercenaries at hebron can do for Nagas except murder the right of the Nagas using Nagas and God’s name.<br />

			<content:encoded><![CDATA[<p><font size="2"><strong>Thursday 26th June 08</strong>: The valor of the Naga Army was again proved against the reactionaries forces of Azheto-Mulatonou-Kitovi group in the battle to evict and destroy the illegal Vihokhu camp. A seeming show of resistance could not last long and bunker after bunker were overrun till the Naga army penetrate right in the centre of the camp forcing the demoralized reactionary forces to flee in the panic. The few who were left to defend could not face the on slaughter and seven of them were killed in the camp and adjoining areas. Many more were injured as confirmed by the villagers. Seven arms were captured.</font><span id="more-101"></span>As part of the operation to dismantle any structure of the Camp, around 60 vehicles were burnt down. Every standing houses or camps were destroyed. The Naga Army suffered four minor injuries.</p>
<p>The illegal camp in the name of an illegal organization under the name style as NSCN/GPRN was ultimately driven to meet its doom when the government of India went back on its words to act,  forcing the Naga Army to handle the matter in the manner it deem fit.</p>
<p>Any forces how high it claimed to be but devoid of national principle, cannot go on playing on the national sentiment. And the people cannot be taken for a ride on such sensitive issue by resorting to rhetoric war.</p>

<p>This morning the Azheto boys attacked the residence of one NSCN Town Command Lt.Col. Yarteo near the Patkai Christain College (PCC) at 5.30 am. In the retaliatory process the Naga Army of NSCN waylaid the Azheto boys and shot dead 14 of them on the spot and recovered 11 arms. The tragic killing is not our liking but forced upon us when Azheto boys put us in a very provocative position. The lost of lives is regretted and the NSCN condole the death of such precious souls who met such death for no cause.<span id="more-119"></span><span class="storycontent">The whole blame and responsibility should go to Azheto who deceived the Naga people in the name of unity, and went back to his old friends for the third time when his misadventure was driven to the wall. What follows after the death of 15 is very unbecoming of the mob when they rounded up the Ceasefire Monitoring Cell at Diphupar.</span><span id="more-100"></span><span class="storycontent">Under such circumstances; the NSCN will consider such unruly mob as agents of Azheto and will never tolerate such elements if they attempt to overstep into the security zones of NSCN. Any defensive actions taken by the Naga army should not be taken as violation of human rights or for that matter violation of ceasefire ground rules. This is because the ongoing Indo-Naga political peace process should be defended at all cost because any inaction on the part of NSCN will put the peace process at stake, and this should be considered doing in the interest of the Naga people.</span>Issued by:<br />

<p><span>The politics of Naga National resistance movement is based on the rock of that right. We value that right above everything else all because it is the foundation of both individual and community life. This is the bedrock of our national organization and the state whereupon the future of the present and the coming generations hangs. The national revolution like ours is the highest politics of millions of people to be spearheaded by mandated revolutionary elders. It calls for seasoned workers who have total commitment to the cause and loyalty to the nation and leadership so that the plane of the movement is piloted in the right route for the destination. Leading and conducting a revolution of a people is not the job of unprincipled people. It demands of us many qualities.</span><span id="more-84"></span><span>The mushroom growth of illegitimate and un-mandated organizations in the stolen name of the people is the sign of lawlessness in the land, and commercialization of revolution. We know there are some people among us who deliberately nurture the illegal and un-mandated organizations with an eye to make money out of it. Mind that it is the worst kind of investment. Does an illegitimate organization represent the people? In Naga Society illegitimate child does not represent the family. It is ridiculous to expect national independence from traitors and illegitimate organizations No history ever makes mention of traitors liberating a people. </span><span id="more-97"></span></p>
<p align="justify"><span>There were a section of people who welcome Azheto and company with fanfare when the latter run away with stolen arms from Hebron camp betraying the people and the leadership as well. The following day, they were projected by the Indian pressmen as NSCN (Unification). But for the Naga people there is only one NSCN. There is no NSCN-K or NSCN-U. K and U are only the brainchild of the press. Within no time, the so-called NSCN-U started kidnapping</span></p>
<p align="justify"><span>businessmen for handsome amount of ransom, intimidating people, abducting and killing those who defied their dictation. Extortion is still going on day in and day out without ceasing in the sweet name of unification. All these broad daylight robberies are being committed in the eyes of the people. Shall we call them champions of the people? No, not at all. </span></p>
<p align="justify"><span>In order to strengthen their position they implicated even the name of Isak Chishi Swu, the president of Government of the People’s Republic of Nagalim stating that unification move was done in tune with the directive of Isak. Is it logical to say that a man who stages a coup against a president is for the president? Definitely not. This unification move is nothing, but an attempted coup. Even the government of India says, “It is an illegal organization.” Finding themselves that they are in the middle of nowhere, they have finally joined forces with Khaplang group, another darling of the Indian Intelligence people.</span></p>
<p align="justify"><span>It is an open secret that it is the Indian Intelligence who engineered the defection of Azheto and Company through the good offices of Sumi Hoho and Western Sumi Hoho leadership. Where are those leaders who talk of Azheto’s</span></p>
<p align="justify"><span>Unification camp heaven-high? Where is their sweet message? Where are their high sounding promises? Oh brothers, how long will you deceive the people!</span></p>
<p align="justify"><span>How long will you keep on telling fabricated stories to cry down the leadership of the Naga Nation? How long will you keep on vomiting venom of hatred and communalism? Do you think that your idea sells? We don’t think so. It will only boomerang on you.</span></p>

<p><font size="2"><strong><font color="#003300">How to get out of this vicious circle spurred on by internal differences based on betrayals in the past leading to tribalism?</font></strong><br />
</font></p>
<p class="MsoNormal"><font size="2">Accusing, bickering, defecting fighting and lastly rampantly killing has turned the Naga Homeland into the ‘killing fields’ of the northeast of <st1:country-region><st1:place>India</st1:place></st1:country-region>. Starting with the infamous Shillong Accord in 1975 the first violent division among the Nagas became fact. Then, 8 years after the foundation of the Naga Socialist Council of Nagaland, NSCN, Khaplang, vice president of the NSCN, attacked the camp of the NSCN. He was convinced his fellow NSCN leaders were busy selling out to the Government of India in <st1:city><st1:place>Delhi</st1:place></st1:city>. The bloody attack he mounted claimed the lives of numerous NSCN members and another division came into being. </font><span id="more-86"></span>And now we have the Unification team, like the Khaplang Group also consisting of defected NSCN members. Together with Khaplang leaders they say their sole purpose is to unify the Nagas forces. Instead they have weapons and engage in abduction, torture, extortion of businessmen and they kill.</p>
<p>Of course the NSCN itself is not blameless. During the coarse of time it has focused too much on the continuation of the ceasefire and peace talks with the Government of India. In contrast not enough attention was paid to errant cadres who pressured Naga civilians while some were accused of enriching themselves.<br />
Lack of discipline among NSCN soldiers means the leaders lacked grip and though no doubt the NSCN failed in that respect, it is the Government of India, GOI, which through its divide and rule policy initiated these divisions among the Nagas. The GOI took full advantage of the ceasefire, without providing direction in the peace talks, by compelling Nagas of different backgrounds and aspirations to take part in the booming flow of money and weaponry as well as other emoluments of wealth, prestige and power.</p>
<p>Like it or not, loss of confidence in the national aspirations of the NSCN brought forth by the frustrating lack of progress in the peace talks, for some with private aspirations has led to prosperity and power and to more divisions. As a consequence the Naga Society is breaking at its seams; tribalism has cropped up and as tension builds the results devastating. people are killed, innocent ones too, civilian law and order has evaporated. The new State Government does not do anything despite the fact that it declared to work for a respectable solution of the Indo-Naga conflict.<br />
The gun rules and the Police idly stands by and arrests nobody and no one is held accountable for murder. As nobody is prosecuted there is no justice. Bitter fighting in the local press shows that all parties concerned are trying to justify what they are doing while blaming the others, yet no proper investigation is carried out, investigation which should unequivocally lead to those in full command. A nation once proud to be Christian has fallen flat on its face. Love thy neighbor, turn the other cheek are pillars of Christianity but in Nagaland these humanistic notions are flaunted. Dismayed about the abhorrent development <font color="#000080">NISC calls on all parties to stop this senseless killing and suggests:</font></p>
<p><font color="#003366">-    taking responsibility for the utter disunity, envy, anger, tribal feelings of superiority<br />
-    to arrest the culprits and masterminds so they can be brought to justice<br />
-    to set up an impartial investigative team which unearths the deeper seeded animosities between the parties by presenting the facts after investigations have been concluded<br />
-    to respect human rights<br />
-    to be truthful, open and accountable by revealing policies on which killing fellow Nagas are justified</p>
<p>Furthermore: NISC urges  the Government of India to<br />
-    restore law and order by deploying law enforcing agencies and to instruct the Sate Governments to take their governance seriously<br />
-    to begin talking peace in earnest<br />
-    to  abandon the divide and rule policies aimed to divide and destroy the culture and resilience of the Nagas<br />
-    to respect human rights for a democratic society is a prerogative and so to repeal the Armed Forces Special powers Act as it represses the Naga people yet provides  some selected people unlimited powers<br />
-    , remove all Indian troops from Naga soil as a sign of good will<br />
-    to instead fortify the police force and  install investigative teams<br />
-    to last but not least appoint impartial judges so that law and order will be restored and the Naga peoples feel that the Government of India is finally taking responsibility through its State Governments</font></p>
<p>This is a serious matter which affects the international standing and democratic recognitions of the Government of India and the Nagas.<br />
The Naga Peoples are yearning for pace with dignity. NISC urges all parties, groups, factions and governments involved to pave the way for genuine unification and true democracy. NISC calls on all to cast aside personal tribal and intertribal grievances and calls on the Government of India to show flexibility and accommodation.</p>

			<content:encoded><![CDATA[<p><font class="content">DIMAPUR, MAY 9: Six Naga legislators of Manipur Legislative Assembly have expressed concern over the prevailing situation in and around Dimapur and the “senseless killings” taking place including loss of innocent lives.<br />
The six legislators - Dr. Khashim Ruivah, W. Morung Makunga, Awangbou Newmai, K. Raina, Danny Shaiza and W Keishing - in a letter to Nagaland chief minister Neiphiu Rio said the prevailing situation was a threat to the well-being of Naga society.</font><span id="more-79"></span><font class="content">“We all know that we are on the verge of taking a collective responsibility in making a right decision encompassing the whole society. At this juncture, notwithstanding the confusion being shaped from certain quarters, we expect us to be firmed and committed,” the legislators said.   They also said they were ready to render themselves  in partnering the ongoing process of healing and reconciliation in the best interest of Naga people.<br />
While conveying solidarity to Rio and the DAN Government in their endeavour in envisioning just-society for all Naga families, the legislators also appreciated the steps taken up by DAN Government in providing all necessary security in sensitive areas.</p>

Betraying no doubts as to what the voice required according to Albert Beveridge in 1900. “We are this at last, a great national unit ready to carry out that universal law of civilization which requires of every people who have reached our high estate to become colonizers of new lands, administrators of orderly government over savage and senile peoples. And being thus prepared, the lands and peoples needing over administration are delivered to our keeping, not by our design, but by occurrence beyond our control. In the astronomy of Destiny, American opportunity, American duty and American preparedness are in conjunction. Who shall oppose their progress?” (Who shall oppose Nagas Reconciliation?)<span id="more-75"></span></p>
<p>The corollary doctrine of human depravity made the Puritans cautions about spheres in which human authority could be tolerated. Because all are sinners, and vestiges of corruption remain even among the regenerate, they (Puritans) thought it dangerous to great to any one person or group to much power over others. John Cotton warned the Boston Congregation (1656): “Let all the world learn to give mortal men no greater power then they are content they shall use, for use it they will… there is a strain in a man’s heart that will sometime or other run out to excess, unless the Lord restrain it, but it is not good to venture it: it is necessary therefore, that all power that is on earth be limited.<br />
Could we but recognize it’s shaping power, we might hear that spirit at its summoning us anew to the pursuit of righteousness for the glory of God alone.<br />
We (Nagas) in this land are like as it were, led out of Egypt by the hand of Moses. And now we are in the wilderness, i.e. in a state of trouble and difficult, Indians pursuing us, to overtake us and reduce us. The rod of God’s anger to scourge and chastise us for our sins, as the Assyrian monarch was to God’s people of old. If Nagas truly repent and turn to God then liberties and privileges would be restored.</p>
<p>The centrality of the images of the whole Nagas and the divine destiny in Nagas consciousness is sharply revealed in the factional fights. During the American Civil War both North and South were sure their cause was God’s, and that the true national destiny lay with them. Both armies were swept by revivals. The South hoped of God’s aid once He had thoroughly tested them. In the North, Revelation 14 was read out and in exposition they said: “Mine eyes have seen the glory of the coming of the Lord”. When the fighting was over Christian leaders on both sides sought to discern what the destiny of the reunited nation was to be in the sight of God. (God guides and leads Reconciliation Forum).<br />
With the coming of Civil War, “the current of nationalism” was divided into two streams, North and South, with each of which religion was deeply identified. What had been the bond of unity in the nation was exploited by both sides for partisan purposes. The God whose providence had welded the diverse strands of America into one people became the sanction for the resort to war. The call of Abraham Lincoln for “malice towards none and charity for all” was remained in short supply during and after the conflict. Late in 1864 Horace Bushell, a Congregationalist, proclaimed “we associate God and religion with all that we are fighting for…. The whole shaping of the fabrie is providential. God is in it, everywhere. Every drum beat is a hymn, the cannon thunder God…” Both sides in the civil war were actuated by a providential view of history. The doctrine of providence was transmuted into the doctrine of progress, growth, development and peace.</p>
<p>A sense of destiny and strenuous moral concern to make the new world a place par excellence (italic) for people, a theology, a typical passage of John Calvin said: “We are not our own, therefore neither our reason nor our will should predominate in our deliberations and actions. We are not our own, therefore let us presuppose it as our end to seek what may be expedient for us according to the flesh. We are not our own, therefore as far a possible, let us forget ourselves and all things that are ours. On the contrary, we are God’s; therefore let his wisdom and his will preside in all our actions. We are God’s; toward him, therefore, as our only legitimate end, let every part of our lives be directed”.<br />
A vivid sense of belonging to God and submitting to “his wisdom and his will” is the end in all spheres of life. For us, the stage is set, the destiny is in turmoil. It has come by plan of our adversaries. We cannot turn back. We can only go forward, with lifted eyes and freshened spirit, to follow the vision set by our past leader (A Naga Moses, stracey). It was of this that we dreamed at our birth. The light streams on the path ahead, and nowhere else. Applying the principle of liberty of conscience to a varsity of situations as it filtered through our own ideals, resourcefulness and determination let each Naga make a unique contribution to the Naga nation, a united land.</p>
<p>According to Roger Williams (1603-1683), a Baptist firebrand, his words remind us today that said: “There goes many a ship to sea, with many hundred souls in one ship, whose weal and woe is common, and is a true picture of a common wealth or a human combination or society. It had fallen out sometimes, that both papist and Protestants…. This if seriously and honestly minded, may, if it so please the Father of lights, let in some light to such as willingly shut not their eyes”.</p>

Shangti after their abduction on 2 May in Dimapur has come as a great shock to the people of Konyak Region in general and to the family members in particular. An acts of cowardice on the part of the Unification ruffians who never compromise themselves to follow humanized norms to bring about Naga Unification. We regret the fact that such group has come to exist to cause irreparable damnation to the Naga&#8217;s sincere approach to unification.</font><span id="more-73"></span></p>
<p><font class="storycontent">In the face of the unification gang a dastardly villain of the Nagas, the Konyak National Workers under the able leadership of Isak, Khadao and Muivah strongly condemn the killing, and woes betide the unification gang forcommitting such unprecedented trails of crimes in the name of unification.</p>
<p>The Konyak National Workers share the grief and sorrow of Man-i and Shangti and the Naga nation will never forget the service rendered by them. The Konyaks shall never be cowed down but shall stick to any approach that encompassed human respect and norms.</p>

			<content:encoded><![CDATA[<p><font class="storycontent">May 5, 2008: In what could be termed as the beginning of an ethnic cleansing by the Unification Gang, four Tangkhuls are targeted today at Dimapur-two are civilians and two are NSCN members. The Unification Gang took the decision to go against the Tangkhuls on May 4 under the command of V.Tuccu, Akato Chophy and Keyakhu.</font><span id="more-72"></span><font class="storycontent">Accordingly, today K.Chinaoyo who is a civilian was hunted from Burma camp area and shot dead at Korabati; Mr. Mayoyang Muinao and CPL Somayo Muinao were abducted from Khelmahal where Corpl. Somayo stay with his Sema wife. They were shot some distant from City Tower. Mr. Mayoyang died on the spot and Somayo was fatally injured. Mayoyang was a class XI student from Patkai Christain College: and killed in uniform.</p>
<p>Earlier on 4 May at 11:30 pm Lt. Poukan Zeliangrong and Lt. Solomon were also attacked at Burma Camp. Poukan was abducted but hacked to death. Solomon escaped with serious injuries.</p>
<p>Again, today Capt. Vitoshe, Chaplain of Hevito battalion Naga Army was shot dead by Unification in Burma Camp, Dimapur.</p>

<p align="justify">The actual story of the 22<font face="Utopia" size="1">nd</font><font face="Utopia" size="2"> April firing no doubt started with the loaded trucks of log-wood brought to the Saw Mill by one Tangkhul at 7</font><font face="Utopia" size="1">th</font><font face="Utopia" size="2"> Mile. At that instant, Capt. Atovi and his group came and demanded money from them. Despite the intervention of the Saw Mill owner on the impropriety of demanding huge amount within his Mill jurisdiction, Atovi was given Rs. 25,000/-.</font><font face="Utopia" size="1">th</font><font face="Utopia" size="2"> mile. That turned out to be the boiling point, forcing the NSCN to retaliate in a very ferocious manner, because the message of our forbearance and restraint has been interpreted to put undue pressure on NSCN. This time round, NSCN were driven to the point to eliminate the so-called &#8216;Highway commander&#8217; who is nothing but a highway thug. In the other words Capt. Atovi dug his own grave in the Highway. This is also to serve as an alarm bell to the members of unification group who are out in the four corners of Dimapur looking for vulnerable victims to loot not only money but any valuables.</font><font face="Utopia" size="1">rd</font><font face="Utopia" size="2"> November 2007 gives no message to deliver anything on the seriousness of the subject. Looting and running only after money was made the priority activities of the unification group. But for how long this illegal organization is to be allowed to have their way to destabilize the socio-economic fabric of the society.</font></p>
<p align="justify">Within no time of getting the money, they came fully drunk in four vehicles-one Gypsy, one Bolero, one Car and Motor Cycle and attacked the proposed mess of NSCN Town Command at 11:20 at 7</p>
<p align="justify">The wide spread looting spree through abductions, even leading to the killings ever since their glorified unification process was made known on 23</p>

But Satan never stops working, and today it is openly seen that the monstrous wave of unruly elements have created an unprecedented financial crisis, putting the political stability of the Republic of Nagalim at stake. But undaunted, we must find an ingenious means to overcome the economic destabilization. Let us keep our revolutionary reputation intact and nothing should be considered insurmountable, however formidable the task may be. And without oversimplifying the situation we have to face it but with pragmatic approach.</font><span id="more-70"></span></p>
<p align="justify"><font face="Utopia" size="2">It is a matter of great indignation that for months we have been placed in a perpetual state of provocation and it has been an exasperating experience in dealing with the reactionary groups. But in the process our economic resources has been disturbed beyond tolerable level. And the question of random collection of taxes already in existence has become an unbearable burden on the people. But for all practical purpose this does not augur well for the nation&#8217;s economic interest. This also indicates that the emergence of the reactionary groups has become more of a national liability than anything else.</font></p>
<p align="justify"><font face="Utopia" size="2">But we cannot allow this flagrant abuse of taxation where the anti-national and anti-social elements are exploiting the situation. It should always be our duty to nip this kind of activity in the bud.</font></p>
<p align="justify"><font face="Utopia" size="2">It is in the fitness of things to mention that our struggle for the past 60 years had survived the ravages of time due to the exercise of sobriety. There is however, an increasing propensity to indiscipline. Therefore, to salvage the National Socialist Council of Nagalim from degeneration, the National Socialist Council of Nagalim members must be revolutionary by action.</font></p>
<p align="justify"><font face="Utopia" size="2">Significantly, corruption of serious nature is surreptitiously practiced by some national workers. Fiscal discipline is the strength of any revolutionary organiza-tion, and so is the critical importance of observing financial probity. Because, corruption is an assault on the revolutionary image of the National Socialist Council of Nagalim and it robs the organization of its virtue. The pervasive corruption not only undermines our moral and political integrity but it also alienates the people from their government as they lost their confidence in it. <strong><em>(To be concluded)</em></strong></font></p>

<p align="justify">When the Naga people are giving more pressure on the sectarian leaders to stop killing among the Nagas, Zhopra Vero and Thepuneyi group who recently joined the so-called unification camp started to fight against the NNC/FGN on 3rd April 2008 at Phek Town, Chakhesang Region.</p>
<p align="justify">Zhopra and The-puneyi were dismissed from the NNC/FGN, the Naga national service in 2003 because they were intentionally involved in the Indian elections in February 2003. They involved in the Indian elections in this year too, and then, they claim themselves as non-accordist.<span id="more-69"></span></p>
<p align="justify"><font face="Utopia" size="2"></p>
<p align="justify">Khaplang rejected the leadership of Isak and Muivah in 1988 and agreed to have peace with the NNC/FGN on 10th January 1991. Since then no armed clash took place among us in the interest of Naga people at large. But when the unification camp broke away from the NSCN-IM, after four months , they are joining hands with Zhopra’s group to fight against the NNC/FGN. This is deplorable by all peace loving Naga people.</p>

It may be recalled a three day national leaders &#8216;fasting and prayer&#8217; program was organized at CHQ Church, Hebron from 11 to13 January ‘07 on the theme &#8216;forgiveness and reconciliation&#8217;. Throughout the meeting the Collective Leadership actively participated.</font><span id="more-68"></span></p>
<p><font face="Utopia" size="2">ignificantly, among the many prayer items, it included prayer for NSCN peace initiative towards people and other groups, and prayer for the support and co-operation of the people, civil societies and churches towards peace process. On the last day of the program the Yaruiwo Isak Chishi Swu in a landmark proclamation stated thus, &#8220;In the name of our Lord and Savior Jesus Christ and to glorify His name, I, the Yaruiwo of Nagalim, solemnly do hereby declare this proclamation on this day, the 13</font><font face="Utopia" size="1">th</font><font face="Utopia" size="2"> January, 2007, that whosoever committed crime against the people and the NSCN is forgiven. We also earnestly urge these groups and individuals, who have committed serious political mistakes in the past to seek forgiveness from the people&#8221;. This is a historic national proclamation on unity and NSCN are committed to stand by it in spirit and in action.</font></p>
<p align="justify"><font face="Utopia" size="2">To the bewilderment of NSCN the Yaruiwo&#8217;s proclamation was snipped by Khaplang group when Mulatuno responded &#8220;we don&#8217;t have anything to do with Isak Chishi Swu and Muivah&#8221;. Going further he likened the NSCN as terrorists having link with Al-qaeda.</font></p>
<p align="justify"><font face="Utopia" size="2">In the face of such deep-rooted NSCN&#8217;s initiative on unity and the magnanimity that signifies the proclamation, the forces of destruction came like a breeze before the storm. Azheto the then Home Minister of GPRN/NSCN, lifting the flag of Yaruiwo&#8217;s proclamation run away from Isak Chishi Swu at Hebron on 23</font><font face="Utopia" size="1">rd</font><font face="Utopia" size="2"> November 2007 for the clandes-tine meeting with Mulatuno at Vihokhu village.</font></p>
<p align="justify"><font face="Utopia" size="2">To the Nagas that comes like a degenerative disease &#8216;unification&#8217; was announced in the manner that signal the beginning of the sinister game plan controlled by anti-Naga unity forces that is apparently acting like a cunning thief but showing the deceptive face of unity. Is this the face of unity? Can unity begin with breaking of unity thread? </font></p>
<p align="justify"><font face="Utopia" size="2">For all practical purpose ever since the joining of Azheto and Mulatuno at Vihokhu in the name of the sugar-coated unification &#8216;abductions and lootings&#8217; has become a part and parcel of this unification process. Whereas the NSCN has gone all the way to exercise utmost restraints despite provocative confrontation through abductions and lootings of its arms and vehicles these so called traitors and defectors who are calling themselves as unification group have gone overboard by indulging in all sorts of anti-unification activities.</font></p>

<p align="justify"><font face="Utopia" size="2">&#8220;Even Khaplang, the Chairman is in the dark of the Indo-Naga affairs and other related issues that concerns the Nagas&#8221; Captain said with a tone of regret for having been in political wilderness and recklessly used by Mulatuno and Kitovi.</font><span id="more-65"></span></p>
<p align="justify"><font face="Utopia" size="2">As a graduate but with that amenable state of mind, Captain Vikiye was used by Mulatuno, and in most of the occasions, much to the discomfort of his conscience. As revealed by Vikiye he accompanied Mulatuno and Wangtin Konyak to Delhi in three occasions in connection with Ceasefire extension. In Delhi they were put up at the residence of top army officer. </font></p>
<p align="justify"><font face="Utopia" size="2">Significantly, the present Chief of Indian Army General Deepak Kapoor, played an important host to them in Delhi. It was in one such meeting in Delhi with the then Lt. General (GSO) Deepak Kapoor that a serious conspiracy was hatched to eliminate some of the top Sumi national workers including Qhevihe, Qhehezu Tuccu, Vikiye and others in the NSCN. General Kapoor offered them Rs. 10, 00,000/- per head, even showing willingness to double the amount if the signal is good enough. Imtisungit Jamir INC candidate for the Dimapur II A/C got close and personal in an exclusive interview with our senior reporter Noel Manuel at his private residence at Naharbari on Friday afternoon. Excerpts from the interview.</p>
<p>What is your agenda for this election?<br />
My top priority is the educated, half educated and uneducated youth. Government employment is limited and we have to create opportunities in the private sector. However there has to be a congenial atmosphere to promote the private sector. I intend to change the mindset of our Naga youth and restore law and order in this commercial hub.</p>
<p>What are the areas of development lacking in Dimapur?<br />
Dimapur is an unplanned area. People had settled long before the government could initiate any programme here. There are lack of civic amenities such as good roads, drainage, electricity, water supply, drinking water and sewerage systems.<span id="more-60"></span></p>
<p>As planning minister, in the then Congress government what was your greatest achievement?<br />
The storm drainage phase I, amounting to Rs 24 crores was the greatest achievement. Unless the drainage system is good, you can do little to prevent the roads from deteriorating. There would also be a rise in water borne diseases. I regret to say that the second phase of the storm drainage amounting to Rs 74 crore was not pursued by the DAN government.</p>
<p>In the recent past, there has been a spate of extortions, bandhs, killings, kidnappings and other forms of unrest. Whom do you blame for that?<br />
The civil society is to blame. They don’t or rather they have failed to raise their voice. The time has come for them to raise their voices.</p>
<p>You have served the people for three terms. How did you manage to keep yourself busy after the last elections?</p>
<p>I engaged myself in a lot of social and party activities.</p>
<p>How do you find your position in this election?<br />
If a free and fair election is held, I have the majority. But as you know elections are never fair.</p>
<p>What is your opinion of the Church playing a role in the elections?<br />
The Church is not doing enough against the malpractices adopted during the election. They should openly speak against the evil practices. Perhaps even undertake a crusade against social evils.</p>
<p>What were the reasons for your loss in the last assembly elections?<br />
The AK-47 and the distribution of party tickets. Many people were affected by the distribution of party tickets and they poured out their grievances in the ballot.</p>
<p>How would you describe the future of our people?<br />
Unless evil practices are checked within the next ten years, we are heading for a revolution. ‘Mafiaism’ will take over and this will bring instability to the government as well.</p>
<p>What is your message for the people?<br />
I have served the people to the best of my capacity in the 15 years that I was elected. The last five years has been a period of retrospection and introspection. I have studied my failures and successes and resolved to serve the people to the best of my abilities, particularly the youth.</p>
<p>Politics is very unpredictable. How would you serve the people in case the verdict does not go in favour of you?<br />
I have always served the society and will continue to do so. I would like to involve myself with various NGOs to enlighten our people against the deteriorating Naga character.</p>

Swearing in the name of God, who will stand up to say that the process of Naga Unification necessitates indulgence in illegal tax collection (extortions) kidnapping for ransom and all such demeaning activities that only anti-Naga and anti-social elements will dare to do? </font><span id="more-56"></span></p>

<p align="justify"><font color="#000000" face="Utopia" size="2">The pr ocess of unification when started on wrong footing naturally has no compunction to resort to any such criminal programs, when faced with Naga public scrutiny who refuse to buy such high sounding agenda without knowing the truth. Because the magnitude of the Naga unity problems dictates the serious-minded Nagas to be extra careful and behold, the true color of the unity agenda is gradually in the process of unfolding; what unification team preaches and shouts is not supported by the ground realities. Because the ground realities are all about anti-unification programs like arms collection and imparting trainings to Sumi youth front, preparation of stone erection at Inavi Village, collection of money from Dimapur amounting to crores of rupees. Can the Nagas be fooled with such cheap agenda? Can Sumis dictate unification with such criminal programs?</font></p>
<p align="justify"><font color="#000000" face="Utopia" size="2">History will bear witness to the unfolding events to point out who is among the Naga tribe to betray the Naga nation again. The most disturbing question that is striking the conscience of every Naga is- &#8216;Will the history of betrayal be repeated?&#8217;</font></p>
